CLEVELAND, Ohio — Cuyahoga County Council is tweaking its public comment rules to clarify what kind of language will and will not be allowed in chambers, but the main features adopted just a year ago remain, including a limit of 30 speakers at two minutes each.
Council adopted the original framework last fall when protests over the county’s $16 million investment in Israel bonds routinely drew more than 60 speakers and stretched meetings to three or four hours. (The county recently let another $2 million in investments expire .)
At the time, Council President Dale Miller said the limits were necessary to keep meetings manageable, but he pledged to revisit the idea this year to see if they were still necessary. Since then, council meetings have rarely reached the 30-speaker thresh
