What surprised me most about the internal affairs report on the Ebbighausen crash was how forceful the language was.

There was no “mistakes were made”-type couching in the report authored by now-retired Cmdr. Sam Delpha, which found numerous department policies were violated at multiple levels in the chase that ended in the crash that killed Ofc. Jessica Ebbighausen. There were no assertions that “lessons were learned.” Not a single punch was pulled.
