Community choice aggregation began collapsing earlier this year when Hudson Valley Community Power, which consisted of 12 municipalities, was unable to find an electricity supplier that could ensure power from renewable sources would come in under state price limits. The group was one of more than 20 consortiums administered by Joule Assets. Its demise started a series of disbandings in New York state that concluded Sunday, Nov. 30, when the company’s contract with the city of Rochester expired.
