CLEVELAND, Ohio — An investigation has cleared North Royalton’s police chief and other top officials after a patrolman accused them of wrongdoing involving a drunken driving arrest.

Last week, James Hofelich, an attorney hired by the city to investigate the allegations, detailed his findings in a letter to Mayor Larry Antoskiewicz, saying city officials did not break the law when they decided against charging a law enforcement officer with a felony.

In October, North Royalton Patrolman Spencer Lowe accused his boss, Chief Keith Tarase, and other city officials of dereliction of duty, tampering with records and evidence, obstruction of justice and obstructing official business after Lowe said one of his incident reports was changed to remove references to a felony charge.
