President Donald Trump’s popularity is not the highest among members of his own administration, with three members posting higher net favorability ratings than him in a new poll.

Only three administration figures have a positive or net zero favorability rating in the new Harvard CAPS-Harris poll.

None of them are named Trump.

While the president has the highest total favorability rating among administration figures named in the poll at 46%, he also has the highest total unfavorable rating at 49% for a net favorability rating of -3.

Health and Human Services Secretary Robert F. Kennedy Jr. (43% favorable to 40% unfavorable) and Secretary of State Marco Rubio (34% favorable to 31% unfavorable) lead all Trump administration figures with a +3 net favorability rating.
