A Montgomery County judge ruled Wednesday afternoon that a Maryland mother accused of killing two of her young children is competent to stand trial. The decision comes after a two-day hearing, where Judge James Bonifant heard from two psychiatrists who have conflicting opinions on Hoggle's competency, as well as Hoggle's therapist from her time at the jail before the judge ordered she be moved back to a secure health facility.
