Des Moines City Council members no longer have to abstain from voting on issues concerning programs and organizations to which they donate or serve on boards under a change to the city's conflict of interest policy.

Council members unanimously approved loosening restrictions on the city's ethics code at its meeting Monday, Dec. 8, revisiting a divisive policy change proposed earlier this year . Council members fast-tracked the approval, waiving the second and third readings.
