Frederick Mayor Michael O'Connor said Thursday that the city is investigating allegations that former Police Chief Jason Lando, who left to take the chief position in Pittsburgh, sent anonymous disparaging text messages to a former FPD corporal.

The text messages prompted a criminal investigation by the Frederick County Sheriff's Office, which referred the investigation to the Maryland Office of the State Prosecutor, which later declined to pursue the case.
