GARNAVILLO, Iowa (KCRG) - A Garnavillo man is charged after police say he picked up two children from elementary school while drunk Thursday.

66-year-old Chris Bissell is charged with two counts of child endangerment and OWI second offense.

At approximately 4:15 p.m., officers received a report of a potentially intoxicated man after Bissell picked up two students from Clayton Ridge Elementary School.

Police found Bissell a short time later. His blood alcohol level was 0.159%, nearly twice the legal limit. The children were in the car at the time.
