Nilda Venegas of Avondale has received food stamps from the Arizona Department of Economic Security in the past but has never seen anything like the wait times and lack of service in the past three months.

She was part of a large crowd waiting inside the Arizona Department of Economic Security office at 4522 W. Indian School Road in Phoenix, hoping she could speak to a staff member about benefits for her 21-year-old autistic son.
