Drivers are being allowed to move freely around the country without being detected by speed or ANPR cameras, a new report has concluded.

It follows increasing concern among police and national security chiefs around the use of 'ghost' plates.

Dodgy drivers are avoiding detection by using cloned or modified number plates which cannot be read by cameras, allowing them to break motoring rules unchecked.

It means an uneven playing field, as these motorists don't have to abide by speed limits while other law-abiding people do.
