A Virginia mosque was allegedly hit by a repeat attacker — and now civil rights leaders are demanding hate crime charges.

The Council on American-Islamic Relations (CAIR) says a man accused of launching an anti-Muslim attack at the Dar Al Nur Community Center in Fairfax County should face hate crime prosecution after allegedly targeting Somali-American worshippers for the second time.

This time, the whole thing was caught on camera.

Muslim civil rights and advocacy group notes this is the second time same suspect has been prosecuted for allegedly targeting the mosque.

CAIR says the suspect, identified as Dr. Tony Hsiao, allegedly swung a metal rod at women leaving prayer on November 28 while shouting anti-Muslim slurs and damaging mosque property.

According to CAIR, Hsiao has repeatedly targeted the mosque in the past three years, and he previously faced criminal charges for a different incident.

During his most recent attack, Hsiao can be seen swinging the rod wildly and shouting f----ng muslims! Get the f--k out of here.... Bit--es." 

“This individual has once again allegedly attacked the Somali-American community at the same Virginia mosque,” said CAIR attorney Ahmad Kaki. “Local and federal authorities must hold him fully accountable.”

Despite the allegations and his lengthy history of anti-Muslim and anti-Somali bias, Hsiao has only been charged with assault and battery, trespassing, and destruction of property.

"Although we welcome the arrest of the individual who has once again allegedly attacked the Somali-American community at the same Virginia mosque, local and federal authorities must hold him fully accountable by filing hate crime charges," Kaki added.

The mosque serves a predominantly Somali-American congregation and has reportedly been targeted by the same suspect multiple times over three years.

Hsiao was previously arrested in March 2024 following another alleged confrontation at the same mosque when he allegedly harassed and attacked people who gathered to pray at the Dar Al Nur Community Center.

CAIR says the latest incident comes amid a spike in racist rhetoric aimed at Somali-Americans nationwide — and warns that failing to pursue hate crime charges sends the wrong message.

“No one should get away with repeatedly attacking the same house of worship,” Kaki said. "We must send a message that all faiths are welcome and safe in Fairfax County and throughout our nation.”
