AUGUSTA, Maine — Maine election officials planned to hold a public lottery Thursday afternoon to determine the order of how the questions will appear on the Nov. 4 General Election ballot.

The lottery was scheduled for 1 p.m. and would be overseen by Secretary of State Shenna Bellows.

Election officials explained that questions on the ballot must be arranged in the following order in accordance with Maine law:

Carry-over measures from a previous election

People's veto questions

Initiated measures

Bond issues

Constitutional amendments

Other legislatively proposed referenda

The secretary of state's office also stated that "questions must be arranged in a random order determined by a selection process conducted in public."

Two citizen-initiated measures will be appearing on the ball
