WASHINGTON — Hours before the first of two votes on the RFK Stadium deal , the Washington Commanders and labor unions signed a pivotal agreement to increase the number of D.C. workers who will participate in the massive construction project.

The agreement is likely to sway some of the swing votes on the DC Council. Eight votes are needed during the first round to move the proposal forward.

The agreement includes a commitment from the Commanders to employ a project labor agreement (PLA) and a labor peace agreement (LPA) on the stadium and on the hotels in the mixed-use development. Prior the agreement, the NFL team had only agreed to a PLA on the stadium and one hotel.
