Texas Gov. Greg Abbott threatens to arrest Democratic lawmakers who fled the state to stall a controversial redistricting plan with national implications. The House Speaker also issued civil arrest warrants for the missing lawmakers, though these are largely symbolic moves as the warrants can’t be enforced outside the state and lawmakers won’t face civil or criminal charges from the possible arrests.
