Salem police found an 11-year-old girl safe and arrested a 48-year-old man who is accused of kidnapping her from her northeast Salem home Tuesday evening.

Elijah Galaviz Arce was charged Wednesday in Marion County Circuit Court with first-degree sexual abuse, second-degree kidnapping and giving methamphetamine to a minor, according to court records.

Arce lured the girl away from the outside of her home near Northeast Lansing Avenue and Northeast Kathleen Avenue Tuesday evening, according to the Salem Police Department. Court records say he touched her arms while keeping her in a place she was unlikely to be found.

Her parents reported her missing shortly after 5 p.m. Officers canvassed the neighborhood and used a bloodhound in the search.
