A man who killed a teenager in a botched drug robbery in Roxbury in 1989 has been granted parole from his life term for a sixth time, having been sent back to prison on each prior occasion for violating the terms of his release.
On Tuesday, the state Parole Board granted release to Charles Hughes, 60, according to a ruling.
He was convicted in 1990 of second-degree murder for the fatal shooting of 18-year-old Derek Twitty on April 22, 1989, the ruling said.
Second-degree murder carries a life sentence upon conviction with parole eligibility after at least 15 years behind bars.
Following his conviction, Hughes was paroled in 2005, 2009, 2016, 2019, and 2022, only to return to prison each time due to his “ongoing struggles with substance use disorder,” the board said.
