HANNIBAL (WGEM) - A Hannibal man was charged with child abuse and resisting arrest on Thursday as a result of an investigation.

At 11:45 a.m. on Wednesday, the Hannibal Police Department received a report that a child was being physically assaulted near North and 9th Street.

Hannibal police said a witness reported a male was on top of a child, punching them, then dragging them by the hair.

Police identified Joshua D. Foust, 43, of Hannibal, who had reportedly left the area with the child’s mother.

The child was transported by Marion County Ambulance to Hannibal Regional Hospital to be treated for non-life-threatening injuries and later released to an appropriate party.

The Hannibal Police Department conducted a search party of the downtown area using their drone team.
