PORTLAND, Ore. — The Portland City Council voted Thursday afternoon to approve a $3.75 million settlement in a lawsuit brought by the family of Immanueal "Manny" Jaquez Clark-Johnson, who was shot in the back by a Portland police officer during a traffic stop in November 2022 and died in the hospital days later .
The lawsuit claimed police "wrongly and unreasonably" believed Clark-Johnson to be the suspect in an armed robbery, and that after being shot, he was left lying bleeding on the ground while officers instructed him to crawl towards them rather than approaching him — and that it took 25 minutes for him to receive first aid from medical personnel.
All 12 councilors voted to approve the settlement following a lengthy conversation with Portland Police Chief Bob Day and city atto
