Although a law enforcement investigation into allegations Española Mayor John Ramon Vigil sexually assaulted a city employee did not result in criminal charges, Ramon's legal problems may not be over.
Following a hearing on the matter Thursday in state District Court in Santa Fe, the attorney for Ramon's accuser made it clear they would be filing a civil suit against the mayor.
Attorney Jacob Candelaria said in an interview the apparent decision by state police against pursuing criminal charges “ultimately has very little to no bearing” on Vigil’s and the city’s liability in a civil proceeding. He pointed out the burden of proof in a criminal case is different than the standard for a civil case.
“The decision by state police certainly does not vindicate Mr. Vigil, and we plan to hold hi
