LARGO, Fla. - Three weeks without air conditioning, lights, or hot water — that’s what some people who live in the The Oceanaire Apartments on E. Bay Dr. said they have had to deal with.

What caused this is unclear. Duke Energy said there were no outages in the area. An employee in the leasing office said Thursday afternoon that she couldn't comment and that power had already been restored.
