OCEAN CITY — A Pennsylvania-based developer has plans for a 43-unit residential project near 34th Street, where there is now a condemned structure surrounded by chain-link fence.

Those plans took a step forward Thursday with a unanimous resolution from City Council asking the Planning Board to investigate whether the site of the Seaspray condominiums at 3313 Bay Ave. should be designated an area in need of rehabilitation.

That would ease the approval process for the project, currently envisioned as three stories with parking underneath.

The vote related only to the property on Bay Avenue, but several members of the public brought up another proposal for a much different property three miles away: the former Wonderland Pier, where a developer hopes council will also support a declaration
