A 35-unit, four-storey apartment building is proposed for the former site of Vaughan Seed Co. , an enterprise established by Welland’s first mayor, Marshall Vaughan.

The Biglieri Group, on behalf of 111 Victoria Street Inc., has applied to the city for zoning and official plan amendments for the 0.22-hectare property that has been vacant since 2008 after fire destroyed a nearly 100-year-old building on site.

The consulting firm asked for the property to be rezoned site-specific residential medium density from light industrial to proceed with construction of the building, 21 general parking spaces, two barrier-free parking spaces and 22 bicycle parking spaces.
