PORTLAND, Ore. (KOIN) — The City of Portland has approved a multi-million-dollar settlement in the fatal shooting of an unarmed man who police officers mistook as an armed robbery suspect nearly three years ago.

Portland City Council unanimously authorized the $3.75 million settlement involving the death of Immanueal “Manny” Clark-Johnson on Thursday. His family filed a lawsuit against the city in March 2024.

The deadly shooting occurred around 12:30 a.m. on Saturday, Nov. 19, 2022, as the Portland Police Bureau responded to a report of an armed robbery at a SuperDeluxe off of Southeast Powell Boulevard. Witnesses told law enforcement that suspects were riding in a small grey vehicle, and one of the individuals wore a dark shirt or jacket, dark pants and white shoes.
