Several Portland City Council members pointedly questioned Police Chief Bob Day Thursday as they approved a $3.75 million settlement with the family of an unarmed man shot and killed by an officer who mistook him for a robbery suspect.
They wanted to know why Day did not agree with an internal investigator who found Officer Christopher Sathoff had violated police policy in the 2022 shooting of 30-year-old Immanueal Clark.
They asked why it took more than 20 minutes to get medical help for Clark.
