MEMPHIS, Tenn. — There are new concerns over a Downtown apartment complex that provides transitional housing for children in foster care.
WREG reported last year on the partnership between the Church of God in Christ and the Tennessee Department of Children Services, after residents said the teens in the building were unsupervised and disruptive.
Friday, a tenant at Vance Flats said the living conditions at the apartment complex are not any better, and there should be better accommodations for foster children in DCS custody.
“Last year the police were called out every day because the children would like, you know be fighting each other, trying to fight them, attempting to run away or have run away, just being unruly and not following directions," said the resident, who wanted to remain
