Newark has entered into a nearly $120 million lease agreement for up to 32 years with Hotel Riviera to provide 50 units of housing for the city’s homeless population, a long-delayed deal that was approved Wednesday when a member of the City Council who previously opposed the measure had a sudden change of heart.

The ordinance approving the lease agreement between Newark and 169 Clinton Development Urban Renewal LLC – the owner of the Hotel Riviera shelter, which was acquired by the Newark developer KS Group in 2023 – was approved after months of deferments.
