Cheers broke out in the Vancouver City Council’s chambers Monday evening after the council voted down a rezoning proposal that could have transformed a 1.6-acre site near Raymond E. Shaffer Community Park into a five-story, 77-unit market-rate apartment complex.
Dozens of Walnut Grove neighbors applauded the council’s 6-1 vote against changing the site’s zoning from R-22, meant for garden-type apartments and rowhouses to the city’s highest density R-50 zone , which allows up to 50 housing units per acre.
