WACO, Texas — Waco father and construction worker Noe Guerrero has been in custody since U.S. Immigration and Customs Enforcement (I.C.E.) agents arrested him on July 24 for allegedly failing to carry proper immigration documents.
Days after his arrest, those charges were dropped , but Guerrero remains behind bars, and his attorney, Anali Looper, said I.C.E has not explained why.
“With criminal law, if somebody’s under investigation, they don’t have to tell the person … because they’re trying to maybe prove up a file or something,” Looper said.
