DOVER — The Delaware General Assembly passed seven legislative measures intended to address skyrocketing property tax bills in a special session Tuesday night, the most notable among them a bill that would allow school districts in New Castle County to reset tax rates for the year.

House Bill 242, sponsored by Rep. Kim Williams (D-Stanton) allows school districts to set higher property tax rates on commercially owned land. That would significantly shift the tax burden that is shouldered primarily by homeowners, particularly after reassessment of all properties in Delaware wa complete.
