Melissa Moorman , a former clerk at the Kentucky Transportation Cabinet (KYTC), has filed a lawsuit claiming she was wrongfully terminated after exposing a scheme where co-workers allegedly sold driver's licenses to illegal immigrants . Moorman worked at the KYTC Department of Vehicle Regulation from October 2022 until her dismissal in January 2025. She discovered the fraudulent activity in fall 2024 when she was invited to join the scheme.
Moorman reported the illegal activity to her supervisor , prompting a federal investigation. However, she later found out that her login credentials were used to issue the licenses when she was not at work.
