CLEVELAND — Cleveland City Councilman Joe Jones is facing a possible censure after an investigation into a pair of incidents found that he engaged in behaviors that included "harassment," "bullying" and "creating a hostile work environment."

Specifically, Jones is accused of threatening to kill a city employee named as "Witness 1" in their office multiple times on May 19 of this year. On that same day in a separate incident, he is also accused of sitting next to "Witness 2" for five minutes during a Cleveland City Council meeting, despite previous instructions prohibiting contact with that person because of "prior incidents" between the two and despite other available seats (including his own).
