TEXAS — Democrats in the Texas House will not be returning.
“I can tell you with a reasonable degree of certainty that there won’t be a quorum on Friday at 10 a.m. when they gavel in,” said Texas Rep. Ron Reynolds, D-Missouri City.

What happens next is entirely up to Abbott, according to Texas House Democratic Caucus Chair Rep. Gene Wu, who said the caucus reached a consensus that “Texas House Democrats refuse to give him a quorum
