East Lansing — When David Santiago transferred from Air Force to Michigan State in December , there were some extra steps he had to follow because he’d spent the past two years at a service academy. First, his superiors tried to talk him out of it. Next he had to get a bunch of medical waivers signed.
Then he had to turn in his devices to get classified documents wiped off of them.

“There's not too many transfers that end up going out,” Santiago said Thursday. “Just because a lot of the time, you know, you're really set on it, and set on like being in the military.”
