FARGO — The brother of a man fatally shot by Fargo police in 2022 has filed a complaint against the department, accusing several officers, Chief of Police David Zibolski and Mayor Tim Mahoney of targeting him with ongoing harassment, bodily harm and unprofessional behavior.
On three separate occasions Ryan Netterville has been stopped by Fargo police officers while entering City Hall to attend City Commission meetings, he said.
“I’m the only one getting stopped so when is it to the point when I’m not going to be able to go in at all,” Netterville said. “People need to know they are doing this.”
On each occasion, officers questioned if the knives he carries everyday are allowable and, during a stop in early August, Netterville was handcuffed while police measured his blades to check for
