Why does Pennsylvania have a turnpike commission?

Operations could easily be merged with the Department of Transportation.

Why the CEO needs $348,000 a year is beyond me. The roads just sit there, and EZ Pass charges the drivers as they come through. A simple operation with a guaranteed income stream does not present the challenges faced by actual CEO’s.

Of course we know the answer: politicians hand out juicy plums to their pals, and overtime, persuade the voters that these entrenched institutions are somehow necessary.
