AUSTIN, Texas — The Texas House of Representatives regained a quorum Monday after some of the House Democrats who left the state returned to Austin.

As of Monday, about a dozen Democrats remain out of state .

Texas House Speaker Dustin Burrows said civil arrest warrants remain in force for lawmakers who remain out of state, though. So will the lawmakers be arrested when they return?
