ROCHESTER, Minn. — The Rochester Community Development Department has released a draft update to the Planning 2 Succeed (P2S) Rochester 2040 Comprehensive Plan.

City staff say the updated plan builds on the original 2018 plan, which aimed to integrate land use and transportation for sustainable and inclusive growth. It reflects new data, trends, and community priorities, ensuring it remains a relevant and actionable guide for the city's future.

Residents are encouraged to participate in the upcoming public hearings to discuss the draft plan.

The first hearing will be held by the Planning and Zoning Commission on August 27 at 5 p.m. at the Rochester Police Department North Station. The second hearing will take place during the Rochester City Council Meeting on September 8 at 6 p.m. a
