Houghton Park borders two residential streets and the Worthington Business Center. The Parks Department for decades routinely dumps fallen trees and vegetation along the fence lines creating a nesting area for small animals (skunks, groundhogs, rats) and vegetation growth of vines and weeds.

The fences are not maintained; in fact, the fence along the WBC was down or broken over a 2,000 foot length. Trespassing onto private property was easily enabled, which included homeless people vandalizing and using storage trailers on the WBC property. Repeated requests for the City of Buffalo Parks Department to repair the fence were ignored for more than 20 years.
