Fresno County Superior Court Judge Robert Whalen is facing an ethics complaint for allegedly not disclosing campaign contributions from a developer.

The complaint involves Whalen’s role in ruling against the City of Fresno for not approving a luxury apartment complex in northwest Fresno.
