Frozen in time — that’s how a corner of Florence Drive in Alexandria's Chirilagua neighborhood looked Monday night.

Residents of the block said that morning, there was a group of construction workers who they say were detained by federal agents.

A video captured the moment when at least one construction worker was apparently detained by federal authorities in Chirilagua Monday afternoon.

Raúl Castro, who says he was driving through the area when the incident apparently took place, says it was a group of eight to 10 workers. He says he saw the moment the agents detained the workers.

The agents were wearing masks, as can be seen in the video.

He says he left the area out of fear, but he wasn’t the only one.
