TACOMA, Wash. — The Tacoma City Council is expected to consider Monday a settlement agreement with a police officer who was acquitted in the death of Manuel Ellis .

Council members are considering a $600,000 payment to former Tacoma police Officer Timothy Rankine and his wife, Katherine Chinn. The council is expected to take up the issue during its meeting at 5 p.m.

Ellis, a Black man, died in police custody on March 3, 2020 after being arrested while walking home. Three officers who were accused of punching, tasering and hog-tying Ellis were acquitted in December 2023.

Rankine and Chinn filed a claim for damages in April 2024 against the city and its officers alleging false accusations of racial bias policing and criminal misconduct. Rankine claimed elected officials and employee
