STOCKTON, Calif. —

Former Stockton Mayor Anthony Silva is facing new legal charges, this time in federal court.

Court papers obtained by KCRA 3 Investigates charge Silva with bank fraud and identity theft in applications for CARES Act money.

Silva allegedly applied for Paycheck Protection Plan (PPP) loans in 2020 and 2021 in the name of an unnamed individual in order to obtain $17,000 in the name of "Indoor Adventures." The federal information says that Silva claimed this person owned 85% of the company along with saying no one affiliated with the company had ever been convicted of a felony.

Yet Silva pleaded no contest to a conflict of interest charge in 2019, which led to a 90-day jail sentence and three years of supervised release. These charges stemmed from Silva's use of governmen
