A teenager driving without a license hit and killed a woman in Owings Mills and ran off, according to Baltimore County police.

Detectives said a 16-year-old who doesn’t have a driver’s license was driving a Jeep north on New Town Boulevard, “potentially” at a high rate of speed, when he struck 74-year-old Patricia Cook’s Honda Fit. She was making a left turn from Middle Mill Drive onto New Town Boulevard.

Officers and paramedics arrived to find Cook trapped inside her car; she died at the scene.

“She was here one day, gone the next. So, imagine the impact of that on her family,” said TB, a resident who said he was turning onto New Town Boulevard when he saw a major backup and a police presence.
