PORTLAND — A crowd of protesters gathered outside City Hall on Thursday morning after the City Council decided to move forward with a grant agreement mandating city cooperation with federal immigration enforcement.
The council on Wednesday called an emergency workshop to discuss how to proceed after councilors said new terms requiring the city to cooperate with U.S. Immigrations and Customs Enforcement were added to a $21 million federal grant agreement for upgrades at the Portland International Jetport.
At Wednesday night’s meeting — which was called with about six hours’ notice and held almost entirely out of public view — the council decided to sign the agreement despite the new stipulations, according to Councilors Kate Sykes and Wes Pelletier. The two councilors said Wednesday tha
