PEORIA, Ill. (WMBD) -- What constitutes a body of water when it comes to keeping the Par-A-Dice Casino in East Peoria?

Last year, Boyd Gaming, the parent company for the casino, announced it would build a new state of the art facility on land, a move that Peoria says means it "must be located within the corporate limits of the city of Peoria (and not East Peoria)."

East Peoria, for its part, has vowed to keep the casino -- and the taxes it generates -- on that side of the river.

For months, things have simmered as the two sides traded emails and have kept largely quiet about things.
