ATLANTIC CITY — A five-year-plan posted on the city Housing Authority’s website this week outlined several paths for modernizing and improving the troubled agency’s operations and substandard dwellings through a mix of public and private methods, but cautioned the solution may come down to finances.
The report appeared on the authority’s website this week with little fanfare and just a week after the U.S. Department of Housing and Urban Development took over operations and ousted the local board.
Since the Aug. 11 action, the federal HUD has not responded to questions about its plans, future meetings, or how the agency would function on a daily basis.
But the report provides insight of the local challenges and options.
“The mission of the Atlantic City Housing Authority is to provide s
