Westerman sees ‘growing bipartisan desire’ to speed infrastructure permits, scale back environmental law

WASHINGTON -- Despite the hostile national political environment, U.S. Rep. Bruce Westerman, R-Ark., says he believes Congress can take advantage of a "window of opportunity" and pass legislation changing the nation's permitting process for energy and public infrastructure projects.
