LEAVENWORTH COUNTY, Kan. (KCTV) - The Leavenworth County Attorney’s Office says a man’s actions against a police officer in late 2024 were “unacceptable.”

44-year-old Cleo Williams, Jr., was accused of kissing a police officer’s neck while he was being arrested in December 2024.

On August 22, 2025, he pleaded no contest to a sexual battery charge and was found guilty.

In a statement, Leavenworth County Attorney Todd Thompson said police officers work hard, and he condemned “any form of inappropriate physical contact [with them], including kissing.”
