WARREN, Ohio (WKBN) - Trumbull County Prosecutor Dennis Watkins has been outspoken about justice in Ohio, fighting for legislators to clear a path to allow the Ohio Department of Corrections to once again carry out Ohio's death penalty, and now, for lawmakers to enact civil confinement of sexual predators.

Watkins said that civil commitment is a legal process where sexually violent predators, typically after serving their criminal sentences, can be held in civil confinement if deemed likely to re-offend due to mental abnormality or personality disorder.

Watkins' renewed calls for civil confinement reignited following the recent release of Scott Grant in Lake County, who served a 40-year sentence for raping and murdering a 17-year-old girl, cutting off her legs and burying her body. Watki
